I am trying to find out why when setting up proftpd that I get this message

Failed to modify server : Virtual FTP cannot be enabled unless a virtual IP address is allocated

I have looked in any possible configuration and I seem to not find something to configure the virtual IP address.

If anyone happens to know how to get virtualmin to work with this please let me know

TIA

This option is not what you think. FTP access is always enabled for any user that has a shell that is listed in /etc/shells. The Virtual FTP option is only for situations where you need to allow anonymous access to a specific directory based on the domain name.

You almost certainly do not need this option to be enabled.

And...the name of this option will change soon, because it confuses everyone. ;-)
