when you create an account for a virtual server you will assign that IP in the account creation
Actually, I can expand on this a bit, as folks do still seem to find it confusing.
You don't need to tell Webmin or Virtualmin about your IPs until you create domains that need them. They don't even have to exist! (In fact, it's simpler if they don't.)
When you create your virtual server, at the bottom of the form there's a section labeled "IP address and forwarding".
For "Network interface" you'd choose "Virtual with IP" and fill in the new IP. If you have already created the addresses on your system (i.e. if they show up when you do ifconfig, or if they have entries /etc/sysconfig/network-scripts) click the already active checkbox.
All done!
