Not sure exactly what you're trying to accomplish, but I can maybe clear up some terms and how things are supposed to work:
Being able to login to Usermin means only that you've created a system user. System users are not Webmin users at all, by default, and are not expected to be able to login to Webmin. You're probably creating a Mail and FTP user, which has no Webmin access (and should not have Webmin access).
The Switch User feature in Virtualmin switches you to the virtual server owners account--which you didn't create explicitly. This user is created during creation of a virtual server, and is the default user for all administrative tasks for the virtual server you've created. This is the user account that is normally used for looking at AWStats reports (and everything else administrative someone would need to do with a virtual server). So maybe you're trying to do something that is already done for you, by default?
So, maybe you can explain a bit more about what you're trying to do here? If you're just wanting the virtual server owner to be able to see AWstats, then all you need to do is give them their administrative username and password (the one that is automatically created when you create a new virtual server). You don't need to create a new account for that at all.
