Howdy,
It's difficult to determine what exactly it is they're offering and how it works from that particular blurb.
However, you do have some control over resource usage... if you go into Administrative Options -> Edit Resource Limits, you can set limits on the max number of processes a given user can run, as well as how much RAM each of those processes can use up.
Using that and a little math, you could use those resource limits to set aside a certain amount of RAM for each user.
