SSH login failed after creating new instance

I created a new virtual server on one of the host systems. Installation went fine but cloudmin could not log into the system:

.. done. New status is : SSH login failed

I used this image: CentOS 5.4 64-bit Xen instance with base OS

I have tried it with root user and pass set prior to creation as well as using the ssh key method. Does this image have root ssh login disabled?? If so how in the world do I get around that?
