yum-complete-transaction always appears during package updates

Hello, Whenever I do package updates from virtualmin I see the following message

There are unfinished transactions remaining. You might consider running yum-complete-transaction first to finish them.

The packages are successfully updated but I still see the above message. When I do yum-complete-transaction I see the following.

[root@dev yum.repos.d]# /usr/sbin/yum-complete-transaction Loaded plugins: fastestmirror Loading mirror speeds from cached hostfile * base: centos.mirror.choopa.net * epel: mirrors.servercentral.net * extras: yum.singlehop.com * updates: mirrors.gigenet.com Checking for new repos for mirrors There are 1 outstanding transactions to complete. Finishing the most recent one The remaining transaction had 1 elements left to run There are unfinished transactions remaining. You might consider running yum-complete-transaction first to finish them. Nothing in the unfinished transaction to cleanup. Cleaning up completed transaction file

Anybody know why this happens? Thanks
