MySQL Remote Access not working after following all the instructions I've found

I've tried a bunch of trial and error and read a lot of posts on this and still can't get this to work by connecting from my computer or another web server.

Can anyone help me troubleshoot this? Is there any way I can see if port 3306 is even accepting connections from some command line command?
