Domain admin setting a web ftp user's home directory

I am running virtualmin 1.650.

I want to give domain administrators the ability to set the home directory for new web ftp users. I can do that as the server admin, but the domain admins do not have that option.

I have found a few forum discussions of a few years ago that give directions for this, but the user interface seems to have changed and the described paths no longer resemble the options I have now.

Am I missing an option somewhere, or is this even possible. Thanks much....
