Is it possible to restrict users from accessing files and directories outside their home dir /home/user in ssh? Thanks.

Search the forums for "ssh chroot" and you'll find lots and lots and lots of discussion.
Basically, the answer is: You don't want it, even if you think you do. And, you don't need it.
