I believe you're limited to just a few things here... the quota itself can be a "hard" or "soft" quota. And you have the option of whether or not to send warning messages when a user nears a quota, as well as when they're at/past the quota.
You can see those settings in Limits and Validation -> Disk Quota Monitoring, as well as System Settings -> Server Templates -> Default -> Administrative user.
Is there something you're looking for beyond that?
Yes you're right, here is iformation about it but i'm looking for something like desible or suspend email sending/reseving + ftp fill in + mysql tables creating and tables filling until some data will be moved out

i believe if you set Hard quota the user isn't able to do anything until free space is made
