Howdy,
Virtualmin tries to support the OS's best suited for servers -- so it only supports the Ubuntu LTS releases. Since Ubuntu 11.04 has a lifespan of just over a year, it's not a good candidate for servers.
We'd recommend using the Ubuntu 10.04 LTS release, which is supported until April of 2015.
