What output do you get when you run this command:

netstat -an | grep :20000

It definitely appears that Usermin is running on your server.

Are you running a firewall on your server? If so, that could be blocking port 20000.

Or, if your ISP performs any port blocking, it's possible your ISP is blocking that.

Webmin firewall has port 20000 opened. Is it any way to change the port of usermin, before I'll contact with my ISP? Or maybe I could just install roundcube (how to do that) so I won't need usermin?

You could certainly try RoundCube. If you look in the "Install Scripts" section of Virtualmin, there's an automated way of installing it there.

Thank you. I hope you get paid for your job.

Solution: I had blocked port 20000 on my router.
