chinese chars subject title are not display properly in email listing

Yesterday I just updated webmin, usermin and other related packages to the lastest. And changed usermin and webmin language to en_UTF.

I did a test on sending a email with chinese text which is not display properly in previous version.

a email opened. https://www.virtualmin.com/system/files/bbb.png

I suspected that email subject title is encoded in iso but not utf

I check the email header and got that the subject title is in iso-8559 charset
