Where would I setup a website administrator that can add and manage all the email accounts for a domain?

Are we talking about Virtualmin? Generally the owner of a virtual server can do that. You can also add further admin users with individual access rights under "Administration Options -> Manage Extra Admins", provided the virtual server has the feature "Webmin Login" enabled.
