Under the module config in sections "Server administrator permissions" and "Reseller settings" does not work.
Also you should add extra modules for usermin as well because I use a custom module for "Read Mail"
Obviously I do not get replies anymore because of the spamming so I'll check back tomorrow.

Could you explain further what goes wrong exactly?
As for configuring Usermin modules, this can be managed at Webmin -> Usermin Configuration -> Available Modules. More control can be setup on the Module Restrictions page.

See attached screen shot and the red area circled... that is what isn't working.
