We performed a new install of Virtualmin on another box from scratch, then migrated a site over. Apache will not start. We had a similar issue to this in the past when trying to install eGW. Jamie determined that mod_php was disabled, but when the ticket was updated we never documented 'how to' re-enable it. The error we are getting is shown below:
Failed to start service : * Starting web server apache2 Syntax error on line 58 of /etc/apache2/sites-enabled/andon.wired4us.com.conf: Invalid command 'php_value', perhaps misspelled or defined by a module not included in the server configuration ...fail!

Sorry, I thought I mentioned this on the other ticket.
The solution is to go to Webmin -> Servers -> Apache Webserver -> Global configuration -> Configure Apache Modules, check php5 and click Enable Selected Modules.
