Is there any posibility to give the end user the possibility to create their own scheduled cron jobs?

Howdy -- that option should be available as one of the Webmin modules.
After logging into Webmin as a Virtual Server owner, there's a "Webmin Modules" option on the navigation bar on the left. After clicking that, you can use "Scheduled Cron Jobs" in order to setup cron jobs.
