Apache configuration errors found but none reported

I've been running Virtualmin for a few years now with few issues, but when I recently ran a config-check via the Virutalmin commands I got this error:

Your system has 3.87 GB of memory, which is at or above the Virtualmin recommended minimum of 256 MB.

BIND DNS server is installed, and the system is configured to use it.

Mail server Postfix is installed and configured.

ERROR: Apache configuration errors were found :  * Checking apache2 configuration ...                                      [ ok ]

I'm running Apache 2.2.21-r1, Virtualmin 3.89.gpl, and Webmin 1.570.

I tried to isolate this by resetting to my distro's default Apache files and it still gave the same error, even with nothing in modules.d and vhosts.d and still got the same error. I tried going through that file and commenting out enabled lines. I got as far as "LoadModule actions_module modules/mod_actions.so" when the error from check-config changed to:

ERROR: The Apache module mod_actions is either not installed or not enabled.

I removed the comment on that line and check-config still reports the same error.

It seems that something is getting cached by this check; is there a file I can delete or a log I can examine to determine what is going wrong here?

Hmm, that's an odd one. What distro/version is it that you're using there?

It's the current version of Gentoo Linux, for what it's worth. Are there specific package versions that would be useful?
