Several package versions not updated on install

After installing on RHEL-3 as set up by EV1 servers, several packages are not updated or are out of date.

Both yum and up2date report everything is current. Is there an easy way to update these packages?

e.g.

This causes an install failure:

Either adjust the path on the module configuration page, or disable this feature.

I was expecting current versons of these packages (and others) to be installed and/or updated. Am I mistaken?
