Reporting-MTA / certify email

Several email servers today report, when asked from client programs, a sort of certify email like:

If you try with our server it responding:

Obviously the aswers are totally different, because in first case is the destination server that creating the answers , on second is only the relay server (or end user)
With second one I don't have any guarantee about delivery to mail box.

The best will be an answer when the distination email client program download the email: in this case sender is certain of it.

Is it in implementing this type of service ?
