XEN startup system via GUI

When I start vm xen via Webmin GUI: Starting up test.cloudmin.localdomain .. .. failed : Error: Unable to open config file: /xen/test.cfg Usage: xm create [options] [vars] Create a domain based on.

When I use API (cloudmin startup-system --host xencentos.home) machine start normaly. Why?
