Redirecting html requests to a python script

Trying 5 hours now....i quit....

all i want to do is redirect every html request coming to 403 Forbidden which is actually /home/varsa/public_html to /home/varsa/public_html/cgi-bin/index.py

utilizing this .htaccess file inside public_html
