Added a new VM2 server login user so they can manage there servers but have a few bugs.
1) VM framed theme throws error.....

Error - Perl execution failed
Illegal modulus zero at /usr/libexec/webmin/virtual-server-theme/theme.pl line 319.
2) No domains are listed nor can be accessed for there servers.
3) They can't change there theme -- only I can.
