Temporarily blocking new accounts from some Microsoft domains to reduce spam

Howdy all,

We've had an influx of spammers over the past 24 hours who've apparently noticed that most of our old spam tools no longer work (the developers of Mollum closed down the service and it was the only thing that even sort of worked in the Drupal world for stopping spam). They all originate from Outlook.com, Hotmail.com, and a couple of other Microsoft domains, since Microsoft won't address their spammer problem (for years, 95% of our forum spam has come from users on these domains).

So, for now, so I can get some sleep, I'm blocking those domains. It's temporary, but I don't know how long it'll last, since I don't know how long the spammers will keep coming back.
