Transfer Server Failure

I am trying to use the Transfer Virtual Server tool to migrate some sites between servers. This has worked flawlessly in the past but this time it's trying to install a new Let's Encrypt cert which obviously is going to fail as the site isn't even fully transferred to the server. Can you tell me why it's trying to download a new cert during the migration rather than just using the existing one that doesn't expire until January?
