Sure thing. Have a look in the Webmin System:Users and Groups module. Click Module Config in the upper left corner of the content window. Look in the "New user options" section. There you can set "Lowest UID for new users" and "Lowest GID for new groups". Save it, and you're done.

Oh, yeah, you may note that there are a half dozen other options regarding UID/GID generation on that same page. Webmin is nothing if not flexible. ;-)
