WebDAV enable/disable not controlled by template

One thing I noticed in creating my domains via the server template, is that I am unable to set the default to "yes" to allow the created user to login via WebDAV, which means I manually have to do this.

Perhaps WebDAV is a security risk, (I don't know), but it seems like you ought to be able to enable that upon creation.
