ubuntu server bombing after php upgrade gone bad

i've got an ubuntu 18.04 lts server that apache bombed out after attempting to add php 7.3. now i am getting: Adding new virtual website .. .. done

Performing other Apache configuration .. .. configuration failed : Apache virtual host was not found at /usr/share/webmin/web-lib-funcs.pl line 1478.

Setting up log file rotation .. .. no logging directive found in webserver configuration!

the apache server virtual host list is still empty. I have been reading around trying to figure out how to get things working again. I am not afraid to just reload the system and start over(that's what i usually do)..but i was hoping to not have to do that yet again. I have tried restoring the existing system from backups and it goes nowhere..throws the same error per domain as above. ANy ideas?
