update - i realised there was some system updates.. once done and rebooted i will let you know.

Looks like the Let's Encrypt client /opt/eff.org/certbot/venv/bin/letsencrypt you have installed isn't working. Maybe try upgrading it, or installing a package from your Linux distribution..
