suexec again!

Hi I've followed the install guide for debian, but i still have this problem.

Suexec is enabled in the default template, but the Apache module mod_suexec is not installed or not enabled.

Which is odd as

So I'm using the virtualmin packaged apache2 I really dont know what else to try.
