PHP.ini error when setting up virtual server

When I add a new virtual server I get the following error

Performing other Apache configuration .. .. configuration failed : Failed to copy /etc/php5/cgi/php.ini to /home/test22/etc/php5/php.ini : at ../web-lib-funcs.pl line 1376.

I'm running Ubuntu 12.04. Any thoughts or suggestions?
