Under the "Support Login Privileges" menu in VminPro, there's the ability to grant remote login privileges to vmin support for a specified period. If you select create "Also create Webmin login virtualmin-support with master administrator privileges? " doe this mean that the vmin support staff will not know the root login password but will have one of their own (created by this module?)
By enabling this, does it contact vmin support or just enable remote login? How is the comments about login and bug FS# apply? Is that on a per access basis or emailed to vmin support or ...?

Yes, it creates a separate login with its own password .. we at Virtualmin doesn't get to know your real root password. Also, it sends an email to Virtualmin support with details of your system.
The comments field is for you to enter an association bug number or other details about why you are granting remote access.
