You should be able to just SSH in as root and run
yum install fetchmail

There's a Usermin module that allows users to use Fetchmail, is that what you're referring to?
To configure whether it's available, you can log into Virtualmin, and go to Webmin -> Webmin -> Usermin Configuration -> Usermin Module Configuration -> Fetchmail Mail Retrieval.
Once that's enabled, your users should be able to access it from within the Usermin interface.

I found the configuration panel in : webmin - Un-used Modules - Fetchmail Mail Retrieval
Is possible move "Fetchmail Mail Retrieval" in webmin - Server ?

When going into the "Fetchmail Mail Retrieval" module, do you see any errors?
If not, you may just need to hit the "Refresh Modules" option at the bottom-left of Webmin.
