Email and FTP users - cant change paswords

If I login as the Vhost user in virtualmin, I can make a create a mail/ftp user but i cant change any of the existing users email/ftp users passwords?

If this is in the template or module config, I am not finding a way to allow vhost owners to change the passwords of its users.

its in the - module config - extra modules available to server administrators -
Change Password *User and mailbox passwords *User password *No
