Is there as simple way to allow users to manually edit Apache directives for their sites? I run a small GPL installation for myself and some coworkers so security is not an issue. I trust them :)

you can do that by giving them the Apache Module. Create a group co-workers under webmin-webmin-webmin users then add the users to that group.
when you click or create the group, determine what the users in that group can do. for instance Apache Webserver (under Servers) When you click on Apache Webserver there are a whole lot of options you can grant within this module. So this is really powerful control, per haps a bit intimidating.
I believe there is another easier way to do this but I forgot. And creating specific groups is good policy.
